Address Registration & Health Insurance

Two requirements run in parallel during your application: proof of a valid Turkish address, and a private health insurance policy meeting minimum coverage rules.

Two Requirements

Address and insurance, side by side.

Both requirements must be in place before your e-ikamet application can be submitted. We guide you through both.

Address Proof

Valid Address Document

Every residence permit application requires proof of where you'll be living in Turkey. Tenants need a notarized rental agreement; property owners can use their title deed (tapu) directly.

🏠 Notarized rental or tapu ⏱ 1–2 business days
  • Rental agreement notarized at a Turkish notary
  • Landlord's ID and title deed cross-checked
  • Address matches your e-ikamet application
  • Valid for the full requested permit duration
Health Insurance

Private Health Insurance Policy

A private health insurance policy covering the full requested permit period is mandatory for most residence permit applicants.

🏥 Full-duration coverage ⏱ Same-day issuance
  • Meets minimum coverage set by the Insurance Authority (SEDDK)
  • Valid for the entire requested permit duration
  • Issued by a licensed Turkish insurer
  • Policy number accepted directly in e-ikamet
Required Documents

What you'll need for each requirement.

Exact requirements can vary by province and insurer, but the core document set is consistent. We advise on the most straightforward option for your situation.

▸ Address Documents

📑

Notarized Rental Agreement

Lease contract executed and notarized, or registered via e-Devlet, in your name.

🏠

Title Deed (Tapu)

For property owners, the property registry document directly proves your address.

🪪

Landlord ID Copy

A copy of the landlord's ID, cross-checked against the title deed to confirm ownership.

🔢

Address Registration Record

Confirmation from the Address Registration System (Adres Kayıt Sistemi) once you register locally.

📬

Utility Bill

A recent utility bill can support — though not replace — your primary address document.

🗞

Occupancy Permit (İskan)

For some property types, proof the building has a valid occupancy permit.

▸ Health Insurance Documents

🪪

Passport Copy

Required by insurers to issue a policy matching your requested permit duration.

📄

Policy Certificate

The insurer's official policy document, showing coverage dates and limits.

🗃

Coverage Summary

A summary showing your policy meets the SEDDK minimum coverage table.

📬

Premium Payment Receipt

Confirmation the full premium has been paid, not just a first installment.

💰

Pre-Existing Condition Disclosure

A declaration required by most Turkish insurers at the time of application.

🔢

Policy Number for e-ikamet

The policy number is entered directly into your e-ikamet application form.

Practical Tips

What to know before you apply.

Address and insurance requirements have specific quirks that differ from what applicants often expect.

🏠

Choose Your Address Carefully

Your registered address determines which Provincial Migration Directorate handles your application and appointment.

🛫

Property Owners Have It Easier

A title deed alone can serve as your address proof — no landlord cooperation or notarization needed.

🕐

Insurance Timing Matters

Buy your policy only once your permit duration and intended start date are confirmed, to avoid coverage gaps.

💱

Over-65 Alternatives

Applicants over 65 have different insurance options — ask us about SGK-linked coverage where you're eligible.

📱

Notary Appointments Fill Up

Book your rental agreement notarization early, especially in high-demand cities like Istanbul.

🔒

Keep Copies of Everything

Both address and insurance documents are checked again when it's time to renew your permit.
