What is a Short-Term Residence Permit?

A Short-Term Residence Permit is the standard authorization for foreign nationals who want to stay in Turkey longer than their visa or visa-exemption period allows, but who don't fall into a specialized category like family reunification or student status. It's issued under Law No. 6458 on Foreigners and International Protection (Yabancılar ve Uluslararası Koruma Kanunu, YUKK), Article 31.

This permit is the entry point for the large majority of foreign residents in Turkey — property owners, remote workers, retirees, and long-stay visitors all typically apply under this category. It does not, on its own, grant the right to work; employment requires a separate work permit.

Who qualifies: the main grounds

Law No. 6458 Art. 31 lists several categories of eligible applicant. The most commonly used grounds are:

Required documents

The exact document set depends on your grounds for applying, but every application requires the following:

  • Valid passport, with at least 60 days' validity beyond your requested permit duration
  • Biometric photos — four recent, white-background photos
  • Address document — a notarized rental agreement, or your title deed (tapu) if you own property
  • Private health insurance covering the full requested permit duration
  • Proof of financial means — bank statements or other evidence of sufficient funds

Foreign document note

Any civil document issued outside Turkey — such as a foreign marriage certificate submitted for a spouse's supporting application — generally needs a Hague Apostille or consular legalization, plus a certified Turkish translation.

The process runs through e-ikamet, the online system operated by the Presidency of Migration Management, followed by an in-person appointment. In brief:

  1. Eligibility assessment — confirm the correct grounds and permit duration for your situation.
  2. Document preparation — passport, photos, address proof, and translations where needed.
  3. Address registration & health insurance — both must be in place before submission.
  4. e-ikamet online application — submitted with the applicable fees paid.
  5. Migration Directorate appointment — biometrics and original documents are submitted in person.

What it costs

Two categories of fee apply: the government application fee (harç) and residence permit card fee, which are set annually and vary by nationality under reciprocity rules; and your private health insurance premium, which depends on your age and requested permit duration. Renewal
